Generally speaking, you do not need to have a special licence to provide guided visits of public areas or monuments in Dublin. You may, however, need to give advance notice and/or get permission to provide guided tours of private buildings, certain public buildings or attractions which are open to the public or to provide boat trips.
If you host a Trip or Experience which includes an activity in a public park or national park, you may need to obtain permission and, sometimes, a permit. For Dublin city parks and beaches, you can find more information from Dublin City Council here.
